USAID Helps Timor-Leste Prepare for Avian Influenza
USAID is supporting the preparations of Timor-Leste's government for the arrival of avian influenza, which has already killed birds and people in neighboring Indonesia. The Ministry of Agriculture, Forestry, and Fisheries recently received its first shipment of avian influenza test kits, funded by USAID. The 500 kits will be used by the Livestock Division in districts across the country. USAID has also funded expert technical assistance through the Food and Agriculture Organization (FAO) to help the ministry develop its 3-year preparedness, prevention, and response plan. Once approved by the minister, the plan will be presented to donors and stakeholders. (Feb. 14, 2006)

Government Agency Support Focuses on International Investors
TradeInvest Timor-Leste is the government's investment and export promotion agency that helps international investors start businesses in the young country. A new USAID grant will cover the government's costs to employ an experienced international manager as the agency establishes its processes and supports policies that encourage foreign direct investment. Ombudsman’s Office Receives Anti-corruption Investigation Training
USAID provided initial training in anti-corruption investigation skills to the newly-recruited staff of the Ombudsman’s office. The five-day course was led by Mr. Tony Kwok, the former Deputy Commissioner and Head of Operations of the Independent Commission on Anti-Corruption (ICAC) in Hong Kong. The course provided the participants an introduction to types of corruption offenses, complaint procedures and basic techniques of investigation. Two investigators from the Inspector General’s office also joined the training. During the week Mr. Kwok also led a roundtable discussion on corruption issues with members of parliament.
