Equipment Helps Increase Student’s Technical Skills
USAID-Small Grants Program supported a Catholic Technical School
in Baucau district to provide more adequate skills training
and increase educational services to the boarding resident students.
369 technical and academic students including 78 graduates have
been able to improve their skills in electronics, mechanics,
and carpentry. The grant also encourages the school to develop
a financial sustainability plan with USAID’s Private Sector
Development Project to decrease donor dependency, and generate
income by providing profitable technical services to the public.

Election Law Debate Towards a
New Electoral Framework in Timor-Leste
As part of its work in promoting information and encouraging
debate around Timor-Leste’s electoral framework, IFES
conducted a third briefing for the international community on
the two legislative-election bills now in National Parliament.
At the briefing, IFES released a report on the most recent village
level elections in Timor-Leste prepared by two former commissioners
on the electoral oversight body. The report provides a retrospective
critique and recommendations for future election oversight and
management which is particularly important for the 2007 nationally
organized presidential and parliamentary elections. (Oct. 2,

Min istry of Agriculture Conduct Training on Avian Influenza
Examination
In an effort to prepare for the possible arrival of Avian Influenza
in Timor-Leste, the Ministry of Agriculture through its Department
of Livestock conducted necropsy examination training for its
staff of fourteen veterinarians and livestock technicians. This
is the first in a series of trainings supported by USAID-SGP
which provided rapid testing kits, necropsy equipment, masks
and filters, and protective clothing. The ministry will conduct
several follow-up trainings on identification of diseases, initial
testing with rapid test kits, application of disinfectant, and
necropsy examinations. (Oct. 2, 2006)
