CONTRACTORS AND GRANTEES

USAID almost always implements its programs through contractors and grantees, working with organizations that have an extensive experience in its activity base. In Timor-Leste, the following contractors and grantees are implementing USAID's various programs:


Associates in Rural Development (ARD)

Associates in Rural Development (ARD) is an expert institution in the fields of land tenure and property rights. ARD is administering the Strengthening Property Rights program.


The Asia Foundation (TAF)

The Asia Foundation (TAF) is a non-governmental organization that supports programs in Asia to help improve governance and law, economic reform and development, women's empowerment, and international relations. TAF administers USAID’s Access to Justice program in Timor-Leste.


BELUN-ACDI/VOCA

BELUN (Tetum for ‘friend’) is a local network that counts as partners 150 community groups in all 13 of Timor-Leste's districts. In addition, BELUN collaborates with academic institutions in Dili and abroad to facilitate institutional learning and information sharing. BELUN administers the NGO Sector Strengthening Program.


CARE

CARE is a leading humanitarian organization delivering emergency aid to survivors of war and natural disasters, and helping people rebuild their lives. CARE administers the peace-building program Community Activities for Local Mitigation, Empowerment and Reintegration (CALMER). CARE also implements USAID’s Disaster Response program.


Catholic Relief Services (CRS)

Catholic Relief Services (CRS) is a humanitarian organization founded in 1943 by the Catholic Bishops of the United States to help the poor and disadvantaged people. CRS administers the Development of Candlenut Enterprises and USAID’s Disaster Response programs.


Consortium for Elections and Political Process Strengthening (CEPPS)

The following U.S.-based organizations administer USAID’s Electoral Support and Local Governance programs in Timor-Leste: International Foundation for Election Systems (IFES); International Republican Institute (IRI); and National Democratic Institute (NDI).


Democracy International (DI)

Democracy International is an expert institution that has had extensive experience in quantitative research projects in over 17 countries, including a three-year public opinion research program in Indonesia. DI administers Developing Quantitative Research Skills.


Development Alternatives Inc. (DAI)

DAI is a global consulting firm that provides social and economic development solutions to business, government, and civil society in developing and transitioning countries. DAI administers the Small Grants Program and Private Sector Development project.


Education Development Center, Inc.

EDC is an international, nonprofit organization with more than 335 projects dedicated to enhancing learning, promoting health, and fostering a deeper understanding of the world. EDC administers the Juventude iha Oportunidade ba Servisu or JOBS Opportunities.


Food and Agriculture Organization (FAO)

The Food and Agriculture Organization (FAO) of the United Nations helps developing countries and countries in transition modernize and improve agriculture, forestry and fisheries practices and ensure good nutrition for all. In collaboration with the FAO, USAID supports efforts to raise public awareness on avian flu.


Health Alliance International (HAI)

Health Alliance International (HAI) is an international public health organization, loosely affiliated with the University of Washington, that works with government Ministries of Health to boost the overall health infrastructure of a country. It is administering the Child Survival and Health Grants Program and Promoting Community Demand for Child Spacing project.


International Center for Journalists (ICFJ)

The International Center for Journalists is a professional organization that promotes quality journalism worldwide through hands-on training by journalists for journalists. ICFJ administers the Strengthening Independent Media Program.


Land O’Lakes (LOL)

Land O’Lakes is a leading farm-to-market agribusiness in the U.S. applying a practical and integrated approach to international economic development. LOL administers the Building Agribusiness Capacity project.


Management Sciences for Development (MSD)

Management Sciences for Development provides technical support that enables governments and civil society to develop and implement sustainable programs that promote and protect the rights of marginalized populations in developing democracies and societies in transition. MSD administers the Justice Institutions Strengthening Program.


Mercy Corps

Mercy Corps is a non-governmental organization that assists people afflicted by conflict or disaster. Mercy Corps administers the peace-building program Youth for All for Peace and Reconciliation (Y4A).


National Cooperatives Business Association (NCBA)

National Cooperatives Business Association works with various national membership associations for cooperatives, helping them develop effective, sustainable businesses, community-based organizations and democratic practices. NCBA administers the Timor Economic Rehabilitation and Development Project and recently entered a Global Development Alliance with USAID to form the Timor-Leste Investment Alliance.


Timor-Leste Assistencia Integradu Saúde (TAIS)

John Snow, Inc., which implements USAID’s Basic Support for Institutionalizing Child Survival or BASICS, joined forces with Partnership for Child Health, which implements Immunization Basics, to establish Timor-Leste Assistencia Integradu Saúde (TAIS) or Timor-Leste Integrated Health Assistance to improve health services at the sub-district and community levels.


United Nations Development Programme (UNDP)

The United Nations Development Programme is the United Nations global development network, working with 166 countries on their own solutions to global and national development challenges. UNDP administers the Institutional Capacity Development Support Project in Timor-Leste.


World Food Programme (WFP)

The World Food Programme is the United Nations frontline agency in the fight against global hunger. WFP operations include refugee crises and other emergencies, improving the nutrition of the world’s most vulnerable people, and enabling development by promoting the self-reliance of poor people and communities. USAID channels its emergency food aid to Timor-Leste’s vulnerable populations through WFP.
